The problem is in many many areas however, in my opinion, the main problem is a lack of strong parenting when these people were younger. It's easy to point the finger at the government for what they are not providing, but ultimately if your talk and raised right to work hard and respect others then much of what's going on in Chicago with these young people wouldn't be happening.  Second part to that is, we as a people need to stop using that term "Chi-raq" to describe the situation.. They have embraced it as a term of endearment instead of a negative connotation. It's like it's a badge of honor so the ones that is causing all these destruction and terrorizing these neighborhoods think it's a good thing to be called that as if they are accomplishing something. Third, the biggest and most powerful gang, the police, aren't doing anything to put fear into these young people... They have no fear of getting caught or the consequences for committing these acts of violence.  How can you just ride up to an area and just start shooting and wall away like nothing ever happened... Cuz they know the likelihood of being caught is slim to none! Most of these high crime neighborhoods, the police don't even go into..... So when the police chief says it's the gun laws that's the problem, that's some mess, these gang members aren't going to their local gun shops and buying all these high caliber guns and assault rifles.... They are breaking into those trains and stealing them or going to the supplier who is bringing them in and getting them that way....
